FSMA 204 and Airline Catering: Why Lot-Level Traceability Can't Wait for 2028
The FDA’s Food Traceability Rule — FSMA 204 — carries a compliance date of July 20, 2028 (FDA). For most of the food industry, that horizon reads as time to plan. For airline catering, it reads differently. The operational capability the rule demands is not something a catering unit can switch on the week before the deadline. It has to be built into daily receiving, production, and delivery long before enforcement begins.

Why traceability rules exist: the outbreak pattern
FSMA 204 did not arrive in isolation. It is the FDA’s response to a recurring pattern in foodborne illness investigations: when contamination is identified, investigators frequently cannot trace an implicated food quickly enough to contain it. Records are incomplete, held in incompatible formats, or reconstructed by hand across multiple parties.
The consequence is that recalls run wider than necessary and slower than public health requires. Product that was never at risk gets discarded alongside product that was. The rule is designed to close that gap by standardizing the data that must travel with high-risk foods through the supply chain.
What the rule requires
FSMA 204 applies to foods on the FDA’s Food Traceability List (FTL) — categories including certain fresh produce, soft cheeses, shell eggs, nut butters, and ready-to-eat deli salads, among others.
For those foods, entities that manufacture, process, pack, or hold them must maintain records of Key Data Elements (KDEs) tied to Critical Tracking Events (CTEs) — receiving, transformation, and shipping among them. The records must capture, at minimum:
- Traceability lot codes for the food
- The date and location of each tracking event
- Quantity and unit of measure
- The reference to source or subsequent recipient
The defining requirement is lot-level granularity. It is no longer sufficient to know that a product entered the facility. An operator must be able to associate a specific lot with the events it passed through and produce those records to the FDA in an electronic, sortable format.
Why aviation catering differs from restaurant food service
Most FSMA 204 guidance is written with retail and restaurant food service in mind. Airline catering does not fit that model cleanly, and the differences matter.
The transformation step is intensive. A catering unit does not simply receive and reheat. It receives raw and prepared ingredients, produces meals at scale, assembles trays and carts, and dispatches them. Each transformation breaks the chain between an incoming lot and an outgoing product unless the link is recorded deliberately.
The delivery endpoint moves. A restaurant serves food where it was received. A catering unit loads food onto an aircraft that departs the jurisdiction — often the country — within hours. Once a cart is aboard, the ability to reconstruct what was on it after the fact is limited.
Volume and turnaround compress the timeline. High meal counts, multiple carriers, and tight departure windows leave little margin for manual record reconciliation. Traceability that depends on paper or after-the-fact data entry does not hold up under that pace.
The result is that a catering operation carries the full weight of a manufacturing, holding, and shipping entity — while operating on a schedule set by flight departures, not kitchen convenience.
The 24-hour standard
The requirement that reshapes daily operations is the response window. Under FSMA 204, when the FDA requests traceability records — during an outbreak investigation or a recall — a covered entity must be able to provide them, in an electronic sortable spreadsheet, within 24 hours of the request or within a reasonable time the agency agrees to.
Twenty-four hours is not a records-retrieval standard that manual systems meet reliably. It presumes that lot data was captured accurately at each event, in real time, and can be queried and exported on demand. An operation that stores traceability information across spreadsheets, receiving logs, and production sheets cannot assemble a complete, sortable record in a day without significant risk of error.
This is the practical reason the 2028 date is misleading as a planning anchor. The capability to answer in 24 hours must already be routine before the first request arrives.
A readiness sequence
Building toward FSMA 204 compliance in a catering environment follows a logical order:

Map your Food Traceability List exposure. Identify which FTL foods move through your operation, from which suppliers, and at which units. Scope determines the size of the task.

Establish lot capture at receiving. Traceability begins the moment product enters the building. If the lot code is not recorded accurately at receiving, no downstream system can recover it.

Preserve the link through transformation. Production and assembly are where the chain most often breaks. The system must carry the association from incoming lot to finished meal to loaded cart.

Record shipping to the aircraft. The final CTE — dispatch to a specific flight — closes the record for that lot’s journey through your unit.

Validate retrieval against the 24-hour standard. A traceability system is only proven when it can produce a complete, sortable export under a simulated request. Test it before the FDA does.
The sequence rewards operators who start early. Each step depends on the discipline of the one before it, and none can be retrofitted convincingly under enforcement pressure.
